Key Wins:

  • Our strategic engagement with the Population Welfare Department KP yielded significant results, including a 200% increase in family planning (FP) commodity procurement and a 105% increase in the FP budget usage for the fiscal year 2021–22 compared to the previous year. This success was complemented by our technical assistance, which supported the development of an implementation framework for the Khyber Pakhtunkhwa (KP) Reproductive Healthcare Rights Act 2020 and designing and testing of an app for live tracking of family planning services.

Project Brief:

Provision of Family Planning services is primarily the public sector’s responsibility, justifying the need of appropriate budget allocation and enhanced utilization for family planning programming. This need was underscored during the COVID-19 pandemic in 2020, as a decrease in public sector financing of FP services was observed in fiscal year 2020-21 in Khyber Pakhtunkhwa. To address this, we collaborated with the Population Welfare Department of Khyber Pakhtunkhwa and the Health Services Academy (HSA) Islamabad to advocate for increased budget allocations for family planning programs in the province. Our advocacy effort included the development of ‘From Allocation to Utilization: Analysis of FP Resources in KP’ report through desk review, consultative meetings, and in-depth interviews, identifying trends and barriers to fund allocation, releases and utilization. Emphasizing the need for more financing for population stabilization, we also engaged civil society, academia, and media to raise awareness and support for improved budget allocations. During the same advocacy process, we provided technical assistance for the development of an implementation framework for the KP Reproductive Healthcare Rights Act 2020 and created an app for real-time tracking of family planning services. Our advocacy efforts resulted in an increase in the family planning budget by 56.8% for the financial year 2021-22, with the government ensuring that the entire allocated amount was released. This ensured greater financial resource availability and flexibility for the PWD, demonstrating the campaign’s instrumental role in mediating increased budget allocation and ensuring its effective utilization for the population’s benefit.
